Brussels: The European Commission has unveiled a new strategy, known as the European Democracy Shield, aimed at countering disinformation and protecting democratic processes across the EU.

The initiative seeks to engage online platforms, including Google, Microsoft, Meta, TikTok, and Elon Musk’s X, as well as social media influencers, to play a more active role in promoting accurate information and democratic values.

The strategy comes amid growing concerns over foreign interference in national elections and the spread of harmful or manipulated content online. While the Digital Services Act (DSA), in force since 2022, already requires platforms to tackle illegal content, the Democracy Shield sets higher expectations.

It introduces a DSA incidents and crisis protocol to enable swift coordination between EU authorities in response to large-scale disinformation operations.

Under the new framework, platforms that have signed a voluntary Code of Conduct on disinformation may be expected to improve detection and labeling of AI-generated or manipulated content.

Influencers will also play a key role, with the Commission planning to establish a voluntary network to raise awareness of EU rules and the responsibilities of online communication in political campaigns.

EU Justice Commissioner Michael McGrath emphasized that the strategy is designed to “connect the dots,” ensuring that Europe’s tools and actors work together effectively to defend shared democratic values. He noted that the stakes are high and that coordinated action is essential to safeguard elections and public trust.

The European Democracy Shield also includes the creation of the European Centre for Democratic Resilience, which will coordinate expertise and resources across member states and facilitate the sharing of information to respond to emerging threats.
