US: Washington has unveiled a new US-led strategic initiative aimed at reshaping the global silicon and artificial intelligence supply chain through closer coordination among trusted allies.
The initiative, named Pax Silica, is designed to strengthen economic security by reducing overdependence on vulnerable supply routes and safeguarding technologies critical to the AI era. ‘Pax Silica’ draws from the Latin pax- meaning peace, stability, and long-term prosperity. Silica refers to the compound that is refined into silicon, one of the chemical elements foundational to the computer chips that enable artificial intelligence.
Announced by the US State Department, Pax Silica brings together Japan, South Korea, Singapore, the Netherlands, the United Kingdom, Israel, the United Arab Emirates, and Australia. Notably absent from the grouping is India, even as it deepens its global engagement on artificial intelligence and technology governance.
With India excluded, Japan and Australia remain the only Quad partners joining the United States under the new framework. New Delhi, meanwhile, is preparing to host the India-AI Impact Summit in February 2026, a major global gathering focused on inclusive and sustainable AI development. The summit will be the first of its kind to be held in the Global South.
Pax Silica will be formally inaugurated with the signing of a declaration in Washington. The initiative reflects the US administration’s push to align economic strategy with national security, using private investment, free enterprise, and allied cooperation to build resilient technology ecosystems.

Later in the day, representatives from the US, Japan, South Korea, Singapore, the Netherlands, Israel, Australia, the UAE, Canada, and the European Union will attend the inaugural Pax Silica Summit. Participating countries collectively host many of the world’s most influential companies and investors, shaping the global AI and semiconductor landscape.
Discussions at the summit will focus on strengthening supply chain resilience, reducing single points of failure, and addressing coercive dependencies. Governments will also explore joint flagship projects spanning semiconductors, advanced manufacturing, AI infrastructure, data connectivity, logistics, mineral processing, and energy systems.
The State Department described Pax Silica as a new kind of international partnership, one that seeks to build a secure and innovation-led silicon supply chain from critical minerals to advanced chips and AI systems. Additional countries are expected to join the initiative in the future.
At its core, Pax Silica reflects a growing consensus among advanced economies that economic security and national security are inseparable in an increasingly technology-driven world.
