Maharashtra Becomes India's First State to Partner with Starlink

Mumbai: Maharashtra became the first state in India to collaborate with Elon Musk-owned Starlink to deliver satellite-based internet services to remote and underserved regions.

The state government signed a Letter of Intent (LOI) with Starlink Satellite Communications Private Limited to provide high-speed connectivity for government institutions, rural communities, and critical public infrastructure. The rollout is subject to Starlink securing the necessary regulatory approvals from the Government of India.

The announcement was made by Maharashtra Chief Minister Devendra Fadnavis, who described Starlink as a major player in the global information and communication technology (ICT) industry.

The LOI was signed by Lauren Dreyer, Vice President of Starlink, and Virendra Singh, IAS, Secretary of the Department of Information Technology, Government of Maharashtra, in the presence of Fadnavis.

The initiative is part of the state’s broader Digital Maharashtra mission, which aims to strengthen digital infrastructure and bridge the connectivity gap in areas with limited network access.

Fadnavis highlighted that the partnership marks a significant step toward a “future-ready Maharashtra” and aligns with Prime Minister Narendra Modi’s Digital India mission at the grassroots level.

The Chief Minister noted that Starlink, which operates the world’s largest fleet of communication satellites, will help deliver critical services such as education and healthcare to underserved communities.

Starlink received the Global Mobile Personal Communication by Satellite (GMPCS) licence from the Department of Telecommunications in June after meeting all security requirements. It is now the third satellite communications company to obtain the licence, following Eutelsat’s OneWeb and Reliance Jio.

Lauren Dreyer expressed pride in collaborating with the Maharashtra government, emphasizing Starlink’s mission to provide high-speed connectivity to those left behind by traditional infrastructure. She added that the initiative complements other government efforts to expand digital access nationwide.

Elon Musk had previously met Prime Minister Modi in February in the United States to discuss Starlink’s plans for India and address security considerations. This partnership with Maharashtra represents the first step in bringing Starlink’s satellite broadband to the country.
