New Delhi: India and Seychelles have elevated their long-standing partnership by signing a series of agreements spanning digital payments, healthcare, agriculture, defense, shipping, space cooperation, and capacity building during Prime Minister Narendra Modi’s three-day visit to the Indian Ocean island nation.
The visit marked a significant step in strengthening bilateral ties as both countries unveiled a broad roadmap for future cooperation in emerging sectors while reaffirming their commitment to shared development goals.
Focus on Future-Ready Partnership
Prime Minister Modi said that the agreements reflect the growing depth of India-Seychelles relations and open new avenues for cooperation.
Both countries would continue working closely in areas such as climate action, green hydrogen, clean energy, the blue economy, and other innovative sectors that are shaping the future.
A major highlight of the visit was the agreement to introduce India’s Unified Payments Interface (UPI) in Seychelles. The Memorandum of Understanding signed between NPCI International Payments Limited and the Central Bank of Seychelles will pave the way for the rollout of India’s digital payment platform while encouraging wider collaboration in financial technology.

Healthcare and Agriculture Receive Major Boost
India also expanded its healthcare partnership with Seychelles through an agreement between HLL Lifecare Limited and the Seychelles Ministry of Health.
The arrangement will enable the supply of affordable generic medicines and medical products under India’s Jan Aushadhi initiative, improving access to low-cost healthcare in the island nation.
In agriculture, the Indian Council of Agricultural Research (ICAR) and Seychelles’ Agriculture Department signed a cooperation agreement covering the 2026-2031 period.
The partnership will promote joint research, technical exchanges, training programs, and agricultural innovation aimed at improving food security and sustainable farming practices.
Strengthening Security and Maritime Cooperation
Security cooperation also featured prominently during the visit. India and Seychelles signed an Extradition Treaty to strengthen legal cooperation in tackling transnational crime and facilitating the extradition of fugitives.
Another agreement will allow recognition of Indian seafarers’ training and certification for service aboard Seychelles-flagged vessels, further enhancing maritime collaboration between the two countries.
India also signed an agreement on peaceful uses of outer space, opening opportunities for cooperation in satellite applications, scientific research, and space technology.

Development Assistance and Defence Support
To support Seychelles’ infrastructure development, both sides exchanged an Umbrella Line of Credit worth ₹1,250 crore. The funding will help implement projects under the Special Economic Package announced during Seychelles President Patrick Herminie’s visit to India earlier this year.
India further reaffirmed its role as a trusted development partner by gifting a Fast Patrol Vessel to the Seychelles government. Additional assistance includes 10 utility vehicles, five Laser Radial class boats for the Seychelles Defence Force, six ambulances, 500 metric tonnes of rice, and 8,500 metric tonnes of cement.

Five Decades of Diplomatic Relations
Prime Minister Modi and Seychelles President Patrick Herminie jointly unveiled a commemorative logo marking the 50th anniversary of diplomatic relations between the two countries.
Seychelles also announced its decision to join the Coalition for Disaster Resilient Infrastructure (CDRI), further expanding cooperation on disaster preparedness and climate resilience.
The leaders reviewed the progress of ongoing projects under the Special Economic Package and reaffirmed their commitment to advancing development initiatives that benefit the people of both nations.
During the visit, Prime Minister Modi attended Seychelles’ Golden Jubilee National Day celebrations as the Guest of Honour. Congratulating the people of Seychelles on 50 years of independence, he described the occasion as a celebration of the country’s remarkable journey and reaffirmed India’s commitment to standing alongside Seychelles as a dependable friend and development partner.
The celebrations also showcased the close defense ties between the two nations, with an Indian Army contingent from the Assam Regiment, the Indian Navy’s stealth frigate INS Tarkash, and the indigenously built survey vessel INS Ikshak participating in the ceremonial events.
